The issue in this case is whether the Department of Children and Family Services may properly revoke Petitioner's day care license for the reasons stated in its revocation letter dated June 20, 2002.Department failed to prove day care owner/operator`s son was: employee or volunteer at facility; or convicted of sexual offense and, therefore, a threat to children at day care facility. License should be reinstated.
