The issue is whether Respondent, Jian Deng Bao, d/b/a China Gardens Restaurant ("China Gardens") denied Petitioner full and equal enjoyment of the goods and services offered at its place of public accommodation, in violation of section 760.08, Florida Statutes (2011).1/Petitioner demonstrated that restaurant denied her equal access to public accommodation by refusing to allow her to enter with her service dog.
