The issues to be determined in this proceeding are: (1) whether the small scale development amendment to the Franklin County Comprehensive Plan's Future Land Use Map (FLUM), adopted by Ordinance No. 2019-10 on November 19, 2019 (Ordinance), is "in compliance" under section 163.3184(1)(b), Florida Statutes; and (2) whether the Ordinance was adopted in conformity with the requirements of section 163.3187(3).Petitioner did not prove beyond fair debate that Franklin County’s Ordinance No. 2019-10 was not “in compliance” as that term is used in section 163.3184(1)(b), Florida Statutes.
