The issue in this case is whether Marion County's small- scale comprehensive plan amendment 01-S27 is "in compliance," as defined by Section 163.3184(1)(b), Florida Statutes (2001). Specifically, Petitioners contend that the amendment is: (1) inconsistent with goals, objectives, and policies of the County's Comprehensive Plan--specifically, Future Land Use Element (FLUE) Objectives 1 and 2, and Policies 2.7 and 2.8; and (2) inconsistent with Florida Administrative Code Rule 9J- 5.006(5), which requires that proliferation of urban sprawl be discouraged. (Other contentions are inapplicable. See Conclusions of Law, infra.)Petitioners failed to prove that small-scale amendment was not "in compliance."
