The issue for determination in this proceeding is whether the proposed amendment to Florida Administrative Code Rule 69A-39.005(1)(b)2.d. is an invalid exercise of legislatively granted authority in violation of section 120.52(8)(b), (c), (e), and (f), Florida Statutes (2020).Petitioner did not establish that requiring specified classes to be taught in a traditional format is an invalid exercise of delegated legislative authority.
