STATE OF FLORIDA 99 KGV 28 PH 3:34 DEPARTMENT OF HEALTH vi DIVES. ots ADMINIS TRAGIVE HEARINGS Petitioner, OO-4711€ vs. Case No. 2000-00194 DEPARTMENT OF HEALTH JOYCE ANASOFF, Respondent. / ADMINISTRATIVE COMPLAINT COMES NOW, Petitioner, DEPARTMENT OF HEALTH, by and through its undersigned counsel and files this administrative complaint before the Board of Nursing against the Respondent, JOYCE ANASOFF, and in support thereof alleges: 1. Petitioner is the state agency charged with regulating the practice of nursing pursuant to Chapters 20, 456, and 464, Florida Statutes. 2. Pursuant to the authority of Section 20.43(3)(g), Florida Statutes, _ the Petitioner has contracted with the Agency for Health Care Administration to provide consumer complaint, investigative and prosecutorial services required by the Division of Medical Quality Assurance, councils or boards, as appropriate, including the issuance of emergency orders of suspension or restriction. 3. Respondent is and has been at all times material hereto, a licensed _ REGISTERED NURSE in the State of Florida, having been issued license number RN 1621582. ( ( 4. . Respondent's last known address is 2720 Pinewood ‘Court, Clearwater, Florida 33761. 5. On or about October 9, 2000, Respondent was employed by Tampa Bay Harborside Healthcare and assigned to provide nursing care/treatment to patient W.O. 6. On or about October 9, 2000, at approximately 6:00 a.m., the Respondent made the following observations regarding patient W.O.: a. ‘non-responsive; b. _ blood pressure 88/90: c. weak, thready pulse of 96; and. d. - labored respiration. 7. On or about October 9, 2000, at approximately 6:00 a.m., patient W.0.'s medical condition, as documented by the Respondent, required nursing intervention. 8. On or about October 9, 2000, at approximately 6:00 a.m. the Respondent did not provide, or did not document providing, any nursing intervention. 9. On or about October 9, 2000, at approximately 6:30 a.m., the Respondent made the following observations regarding patient W.O.: a. un-responsive; b. shallow respiration; and Cc. weak, thready pulse of 96. Co . C 10.- On or about October 9, 2000, at approximately 6:30 a.m., patient W.0.'s medical condition, as documented by the Respondent, required nursing intervention. 11. On or about October 9, 2000, at approximately 6:30 a.m., the Respondent did not provide, or did not document providing, any nursing intervention. 12. On or about October 9, 2000, at approximately 6:59 a.m., patient W.O. was found un-responsive and without a blood pressure by the nurse relieving the Respondent. 13. On or about October 9, 2000, Respondent's care/treatment ‘of patient W.O. did not conform to the minimal acceptable standards of prevailing nursing practice. 14. Based on the foregoing, Respondent is subject to discipline pursuant to section 464.018(1)(h), Florida Statutes, by unprofessional conduct by failing to conform to the minimal acceptable standards of prevailing nursing practice. | WHEREFORE, Petitioner respectfully request that the Board of Nursing enter an Order imposing one or more of the following penalties: Revocation or suspension of Respondent's license, imposition of an administrative fine, issuance of a reprimand, placement of the Respondent on probation, costs, and/or any other relief that the Board deems appropriate.
