medical bill liability
if my wife's daughter forged her mother's signature to have her admitted to a medical facility am I or my wife responsible for the bill ?

I suspect that she had authority to sign the name and, as such, your wife is responsible for the bill. Even if you wife did not sign anything, she was at the hospital receiving medical care and would be responsib;e for the cost therefor.
