The issue in this case is whether Respondent should award a contract to Intervenor to provide physical and occupational therapy services to approximately 1,300 exceptional education students who qualify for such services in 77 public schools in Brevard County, Florida.Agency failed to disclose that the intent of the request for proposals was to obtain negotiating leverage with the incumbent vendor and not to allow new vendors to obtain the contract.
