On October 10, 2006, a hearing was held to address compensability and notice, and to afford Petitioners an opportunity to make a record with regard to the constitutional issues they raised. Thereafter, on November 16, 2006, an Order on Compensability and Notice was entered, which concluded:Final Order awarding attorney`s fees and other expenses incurred in pursuing the claim.
