The issue is whether Respondent committed the offenses alleged in the Amended Administrative Complaint and, if so, what disciplinary action should be imposed on his licenses and appointments as a life, life and health, and health agent.Respondent caused the surrender of the annuities of two elderly women and used the proceeds therefrom to purchase new annuities for them without their knowledge or consent. Recommend suspension of license.
