The issue to be resolved in this proceeding concerns whether the Petitioners have been guilty of violation of pertinent statutes and rules governing qualification and capability to hold a foster home license and to operate a foster home, in this case a "therapeutic foster home" and, if so, whether their application for renewal of licensure should be denied.Petitioners met the qualifications to be relicensed as a Therapeutic Foster Home. There was no evidence of abuse, no financial disqualification, and no evidence of unlicensed operations.
