The issue for determination is whether Respondent's employment as a teacher with Petitioner should be terminated for alleged willful neglect of duties and gross insubordination.Respondent did not commit gross insubordination but did committ willful neglect of duties. Suspension, but not dismissal, is warranted. Suspension without pay sustained and reinstated under terms and conditions deemed appropriate.
