Whether Petitioner is entitled to service credit in the Florida Retirement System (FRS) from June 1, 1995, through August 2001.A contract that evidences subterfuge to avoid employee status should be considered void but the terms of the contract should not be altered in hindsight where there was no reasonable expectation of retirement or other benefits within the time in question.
