(Petitioner or Harid), is substantially affected by the letter it seeks to challenge as an unpromulgated rule; and (3) whether, if Petitioner prevails, it is entitled to attorney's fees and costs pursuant to section 120.595(4), Florida Statutes (2010).1/Petitioner did not prove that it is substantially affected by challenged letter from Department attorney to school district attorney, or that letter meets the definition of a "rule."
