Whether Petitioner's application for registration as a trainee real estate appraiser should be denied on the ground set forth in the Florida Real Estate Appraisal Board's Notice of Intent to Deny. Petitioner`s pleading guilty in 2003 to federal crime of "trafficking in counterfeit goods" did not provide the basis for denial of his application for registration as a trainee real estate appraiser where he showed he had been rehabilitated.
