The issues in this case are (a) whether Respondent, a high school principal, is a "local officer" required annually to file a disclosure of financial interests pursuant to the Code of Ethics for Public Officers and Employees; and, if so, (b) whether Respondent willfully failed or refused to file an annual statement of financial interests for the year 2013, in violation of section 112.3145(8)(c), Florida Statutes.Recommend dismissal of charge of violating section 112.3145(8)(c) due to failure of proof that Respondent is a "local officer" required to file a statement of financial interests.
