The issue is whether Respondent committed the offenses alleged in the Administrative Complaint and, if so, what disciplinary action should be imposed on his licenses and appointments as a life and variable annuity contracts agent, a life, health and variable annuities contracts agent, health agent, and general lines agent.Where transactions occurred more than ten years ago and insureds could not recall details, the Department failed to meet its burden. Recommend that complaint be dismissed.
