TWP submitted a development plan application for Phase 1 (of 2) of a master planned residential development known as the "Seminary Lane Development." On February 4, 2020, the City administratively approved TWP's Master Plan governing the Seminary Lane Development. On March 27, 2020, the City administratively approved TWP's "Preliminary/Final Development Plans for Phase A: Seminary Lane Development" (the Development Decision). On April 24, 2020, Appellants filed with the City a Notice of Appeal of Administrative Decision under section 30-3.57 of the LDC. The Division of Administrative Hearings (DOAH), by contract with the City and pursuant to section 30-3.57, assigned Administrative Law Judge Suzanne Van Wyk to serve as the Hearing Officer for the appeal. In accordance with the Order of Pre-Hearing Instructions dated May 26, 2020, the City filed a Record on Appeal (Record) on June 9, 2020.The City of Gainesville's administrative approval of the development plan application for Seminary Lane Development submitted by Trammell Webb Partners, LLC, was affirmed with modifications.
