The issues to be determined in this appeal are (1) whether the Appellants have standing to bring this appeal, and (2) whether the development plan application met the applicable criteria for approval under Section 30-3.46 of the City's LDC in light of the standard of review outlined in Section 30-3.57 of the City's LDC.The City of Gainesville's administrative approval of the development plan application for Pleasant Street Luxury Condos submitted by Blackwater Investments, LLC, was affirmed.
