Entrance Exam Scores Withheld

A student of mine applied to a college but only received a letter informing him that he had failed. When he requested to see his test scores, he was denied.

Is it legal for a private or public school to withhold or conceal entrance exam scores or assessment scores?

Students are permitted to access their records under a federal law called FERPA, but it is unclear that this applies because the individual is an applicant, not a student.

The California Public Information Records Act is broader in scope, and could well required access if the college is a state school.
