I hired a man to do some roofing work and paid a deposit and have gone to court with the court ruling in my favor because he failed to appear, i have also had the court officer make 3 attempts to try and serve him and he has not responded; I would like to know what other steps can I take to garnish him for my money?

You need to obtain a judgment before you can garnish someone's wages, income tax refund, or bank accounts.

If he is avoiding service of the Complaint, you will have to file a motion for alternate/substituted service, which allows you to "serve" the defendant by methods other than personal service, such as certified mail, posting it on his house, posting it at the courthouse, etc., whatever the judge decides is appropriate in your case. The Judge can also order you to publish it in the newspaper (I've had to).
