Does California have a term limit time on residents files. How far back can they shred,five years? A resident where I live found only a picture of herself in her file. Nothing else.

I do not understand your question. Are you asking about the California shredding law?
It is not an area of law that I practice, but what damage is done to your friend, if her documents are shredded? I would think she'd be happier if documents were shredded, than if they were available for the public to read, and perhaps copy.
