Want to sue my state for drive record inaccuracy

I got a DUI in Delaware 4 yrs ago and when I moved to NJ 2 years ago, NJ changed my incident date to the day I changed my license and then made me pay surcharges, (which they refund, because they said it was a mistake) but will not change the indicent date so I can get a reduction in my car insurance.

Do I have a case against the DMV?

You need to make an unscheduled visit to the motor vehiles office in Wayne with an attorney.
