the landlord and the zoning have approved the salon on the 2nd floor but still have to go through the board of cosmetology.. will they approve it without handicaped access.
I think that there are exceptions to the Americans with Disabilities Act, but I am not sure you would qualify for any of them. You should speak with the municipal planning and zoning officer to see whether or no you qualify.
