Hello! I am permanent resident and I live in US for 4 years. Can I married non US citizen so she can live with me in US or in order to do that I have to be US cetizen ???

You can marry and petition her. However, there're different scenarios if she wants to apply for green card. We suggest you to consult with an immigration attorney.
