You should check with the local bar association and your local legal aid society for a list of reduced fee lawyers.

If you are low income then you may qualify for a fee waiver, but this must be usually done in person at the court house along with your completed petition for Bankruptcy.

As far as getting help on a pro bono basis I would refer you to the State Bar of your jurisdiction's website to look for attorneys that may assist in that capacity. If you cannot locate always remember most Bankruptcy attorneys will work with you on a payment plan to get your case filed.

It would be very hard to get pro bono help but there are some good options - for example if you are elderly there are volunteer clinics in some areas that can help. You can possibly get a waiver on the court filing fees or pay them in installments and some attorneys (like us) will let you make payments in installments and then when you have fully paid then we file. good luck

Some attorneys will offer lower fees based on income, but remember that what an attorney offers you is based on their experience and the time they can afford to spend on your case. Bankruptcy is an important matter and whether it is done well or poorly can have lasting effects. Most people with debt problems find that they can afford reasonable attorney's fees once they stop trying to pay overwhelming debts.

Public Counsel Law Center Los Angeles (213) 385-2977 might be able to help you. Several bankruptcy courts in the Central District of California have self-help desks. Fee waivers and fee payment plans are sometimes available by application to the court at the time you file your petition.
