I am a US Citizen and me and my boyfriend would like to get married in the near future. He is a soldier for the Mexican Federal Goverment (and a mexican national). What steps do we have to take in order to get married in Arizona? Does he just need his VISA to be able to cross over to AZ for us to get married??

You'll want to apply for a K-1 fiancee visa on his behalf.
