I call those amounts posted "ransoms" because they're not bail amounts, technically speaking, since bail has yet to be set; they're what you need to let the jail let you out until the DA's office decides what to do with you.

Frankly, given that Milwaukee is bare bones right now because of the coronavirus, I'm a little surprised they've booked him into the jail when the Chief Judge is telling them not to do it. But while I normally don't advise these things, if I were you I'd post the $100 and get him out, since if he's out of custody chances are his case is going to be set out a ways until everything calms down. The worst case here is that they just make the $100 posted his bail when he goes to his initial appearance.

The $100 bail is likely the bond set by the sheriff. If you pay the $100 (and that is the only thing holding your brother in jail) then he will be released immediately. If no bond is posted he will have a bond hearing in front of a judge or court commissioner. Call the jail to see if a $100 bond will get him released.
