My neighbor has this limestone trailer park and there's been conflicts in the past. We have a major problem with dust in the summer. We previously call the DEQ on him twice to fix the dust problem. Seems like he won't do anything. I was wondering what we could do about it? Without going outside and our lungs be filled with dust.

While it will probably be very costly, you can move the court for a TRO against them continuing to do business pending the outcome of a lawsuit/complaint. Usually there is a bond that must be paid. You will have to prove that their business has affected air quality or that you have suffered injury for their failure to abide by DEQ rules and regulations.
