My visitor visa is expiring may end and with the present situation all flights to and from India is cancelled and I wouldn’t want to travel at this time. My flight back is via France which isn’t ideal. Please advice if I can apply for an extension. If so what additional reason do I need to provide apart from the Covid situation?

I need to know where to file a Writ of Mandate. I live in Sonoma County but I may have read somewhere that a person who is appealing a CalPERS Board of Administration's decision would need to file a Writ in a County where an Attorney General's Office is located. Is that information correct? If so, then I believe that Alameda County Superior Court or Sacramento County Superior Court would be the correct venue. If that is not the situation, then I assume I could file in Sonoma County Superior Court.
I also need assistance in calculating the deadline for the Writ to be filed. I have read Gov. Code section 11523 and am still confused as to what would be the last day to file my Writ of Mandate. I am trying to figure out what would be 30 days after the last day that the CalPERS Board of Administration could have been ordered. Is it 90 days after the Board adopted the ALJ's Proposed Decision denying my application for disability benefits?
I am also desperately trying to find a certified case stating that a Superior Court Judge allowed a Petititoner CalPERS disability retirement benefits since a federal ALJ already awarded full social security disability benefits to the Petitioner.

My father was arrested for 2 felony counts of stealing mail and may have more to come, we dont have the money to get an attorney. He said the court wont appoint him an attorney becuase he owns his house and cars. But my mom also lives in the house, and uses one of the cars. Is it true if we dont get him an attorney that he wont get one at all? Or will they make us sell the house and cars right out from under my mom?
We also considered my mom deeding the house over to me(daughter) so she can still live there and it wont get taken away if that is what they can do? I dont want to do anything illeagel though and cant hire an attorney to ask.
I gave over 30 days notice to my landlord and left the apartment in a nicer condition than I had received it in. My landlord also requested that I personally give the keys straight to the next tenant (with no prior inspection from her) which I did and he started to move in that day. If I have made several attempts to contact my landlord about my deposit and in return, have been completely ignored (not one phone call or email has been returned), can I sue for double my deposit amount due to bad faith? Is this something that I need to state in my lawsuit for my full deposit back including any court fees? It has been over four months (I have already sent a letter of demand certified mail, which she signed) and I still have not heard anything from her.
