Someone I know is currently awaiting extradition between 2 states. They signed over their rights to waive the extradition process back on March 9. Soon after, the news broke with the BOP issuing the suspensions to be put in place. This obviously has kept them from now being moved to the retrieving state. It's now been 2 weeks and the suspension of transfers is going to be for 30 days. Since the process of extradition has a 30-day limit to when the inmate should be released from the holding state, does that still hold up (or be used to argue with) given what the BOP has done? They are also in the process of a writ of habeas corpus into the courts.
Judges can extend the time limits within reason. Given that the transfer is just the latest causality of the coronavirus (a pretty good reason), I would expect your friend will simply have to wait it out like everyone else.
