Can my friend's cousin's wife file an FIOA with the USCIS? If so, how?

A FOIA may be sought by the applicant (foreign spouse) or the petitioner (USC), but the response to the FOIA will be limited to the person who is seeking the information. If the spouses remain together, then each may submit their FOIA request together to gain as much documentation as will be released. Seek specific statement if that is all that is desired or seek entire case FOIA to include audio and video if they want the entire file.

Yes it is possible and permitted. Ask for all records including video and audio recordings.

Ask for the entire A file. It should contain her statements. Or to make it easier, ask for a copy of her statement from the interview.
