construction project causing bird deaths

Work on a pond, being done by a private institution, has created conditions there that are causing waterfowl deaths. The water level is low but not fully drained. Actual construction work has not started yet so these conditions will likely persist for months.

An employee of the institution was seen carrying 2 bags of dead ducks from the pond and admitted that she was removing dead ducks. Avian botulism is suspected but supposedly tests have not come back yet. If it is avian botulism and the conditions in the pond do not change waterfowl mortality will likey continue and increase during the summer months. The institution managing the construction is attempting to hide facts from the public. The construction project is on pubic park land but is being managed by a private institution. The ducks affected are mostly mallard and wood duck, both protected by the migratory bird act.

If the conditions created by their construction work, in this case maintaining a low water level while construction continues, are directly responsible for waterfowl mortality, are they legally required to improve the conditions so that the site is no longer hazardous to widlife?

VANDALISM in my apartment

recently someone has broken my window. I was not at home and I dont know who did this. Ive told my landlord and filed a police report. Now my landlord wants me to pay for the broken window that i didnt do! Is this right? Shouldnt it be their responsiblity for the up keep of the place and to provide security in the units. Its like saying if a kid threw rocks at every window and broke it, the landlord is going to charge each resident. is this right? what can i do?

Release Agreement

I was recently terminated and refused to sign a release agreement. My severance agreement was not contingent upon me signing a release agreement. My employer now has refused to pay my severance. First, is this extortion? Second, will I prevail in a court of law?

Drainage issue - flooding & standing water

Within the last year, our yard and multiple neighbors' have seen a drastic increase in flooding/standing water. We realize that heavy rainfall can cause this, but it has become an ongoing issue, such that every time it rains we have a river running through our yards, it never dries out in between rains, and our window wells are constantly full and refill even if we pump them out. We suspect the cause is related to a teardown/rebuild of a house on our street. The new house is significantly larger than the original, and prior to its construction our issue did not exist.

Between ourselves and our neighbors, we have contacted the village, and public works has viewed the problem firsthand. The village tells us that they are working with IDOT (we are located near a tollway) to develop a drainage plan; however it's clear that they are not moving very quickly nor are we convinced that anything will really be done. Meanwhile, we can't even mow our lawns. We are also frustrated that the village is doing nothing to determine the root cause of the problem. Clearly something in the last few years has changed (we suspect that the new house may have obstructed a drain tile).

What are our rights and best course of action?

I own a house in Phillipsburg nj and rent it out.According the lease tanent should cut the lawn but recently I got a summon need appear to court for violation of code not cut the lawn.I show up in court.The prosecutor offer me plea guilty just fine snall amount but rejected and plea not guilty and wait for trial Am I did ?Someone say I should accept the offer .if I change my mind what should i do?thanks
