What to do about receiving an envelope with NIGGER written on it at work

I am contemplating tranferring into a larger apartment in the same complex. I was told that I needed to pay a deposit, transfer fee and an administrative fee. I've lived there for the past 21 months. The only new paper work that may be submitted is a check stub to verify my current income all other information is the same. The lady in the leasing office gave me a vague statement saying the owners charge this with every new lease. Is this fee legal when I paid it upon moving there almost 2 yrs ago?
