The issue in this matter is whether the Department of Children and Families should impose an administrative fine on Respondent, Little Achievers Learning Center.The Department proved, by clear and convincing evidence, that Respondent failed to 1) adequately supervise a child, and 2) suitably maintain its outdoor equipment; administrative fine is the appropriate sanction.
