The issue is whether Respondent should be subject to administrative penalties, up to and including revocation of its group home license, for non-compliance with the residential facility requirements of Chapter 393, Florida Statutes (2007).Petitioner did not show clear and convincing evidence that Respondent failed to protect one of its residents from physical injury.
