Adminstrator Estate

how can I sue a family member for decease mother's estate. she was given power of attonery but didn't abide by mother's request to disburst funds to whom she requested and now I'm the last of my mothers kids. My cousin refused to give me money or let me know of any funds remaning I know there is money she had comming to her from an insurance company per 2 wks. and her social secuirty. she was placed in a nursing home. that is where she past on from or in. This relative lives in Delaware i live in New Jersey, i was told by my NJ attonery that he can't help me due to the laws vary from state to state and I would be better off with a Delaware lawyer
