charging rent
Can a non profit charitable organization charge a member rent, on a rv camp space with hook ups, when they are not in possion of a permit from the city nor are they zone for an rv park?

It does not matter whether it is a non-profit, charitable, for profit, or any other type of organization [with the exception of Indian land], it can charge rent if the location can be rented out. In general, the same laws and regulations apply. If the area is not zoned for an RV park then it can not be rented out as an RV park.
