does the nurse that took the blood have to appear in court

I have to disagree with Mr. Moore, the answer generally is no, they can provide a certified lab report in place of testifying. However, if you object, then they have to come to court. Again, this pertains to DWI. For an Admin law case, generally no, but it will depend on the type of case.
