Can my husband move a felon meth addict girlfriend into our house?

You need to take care of you first. You need to consult with a divorce attorney to discuss your options. You have not mentioned children or grandchildren in your facts. In the world today we now have grandparents raising their grandchildren while the adult parents are in jail or drug addicted. If children or grandchildren are involved, their safety comes first. If you are in danger of harm from your husband, you may want to discuss a domestic violence injunction with your attorney. The meth addict you are describing is part of the new divorce culture. If your husband has become addicted to drugs or alcohol, you need to inform your attorney of his situation. You say he is a disabled veteran. If he is receiving medical or psychiatric services from the VA, you need to advise your attorney of the situation. You say you have filed forms, but you do not say you have an attorney. All Florida courts have been ordered by the Florida Supreme Court to cancel jury trials and grand juries and the foreseeable future due to the CoronaVirus issues. The court hearings are going to be phone or by video appearance for awhile until the epidemic resolves itself. You need to get an attorney and discuss your options to protect yourself and your interests.

Unfortunately he can do whatever he wants, but what he can't do is to change the laws of physics.

In the year 1686 Newton postulated his 3 Laws of Motion in the "Principia Mathematica Philosophiae Naturalis", the 3rd of which is: For every action, there is an equal and opposite reaction.

If I were you then I would stop playing lawyer and hire a family lawyer.

Let a skilled and trained professional hammer your idiot of a soon-to-be-ex in ways that you cannot fathom.
