As a supervisor, I would say so. The different sections of leadership have different roles, the board serves a specific purpose outside of the roles the superintendant and his staff serve. It seems appropriate that concerns you have need to go to him first and then to the board as appropriate. The Board deals with the broad picture while the sueprintendant deals with days to day operations.
