Is it legal for me to sign as a power of attorney (I have the P.O.A. document) for a person who has legal/criminal problems?

Yes. That's the purpose of a POA. So you can do for someone who can't do for themselves. The POA should not be more than one year old, and should be filed of record with the county clerk of the county in which the maker of the POA resides, and the county in which it is to be used.
