Is there a felony section of the California Penal Code that covers someone who habitually violates PC 647(f) - Drunk in Public? Is there a law similar to the DUI laws that allow for someone to be charged with a felony violation if, after a certain number of convictions in a set time period, they are arrested again for another drunk in public charge? Any info would be greatly appreciated. Thank you.

It is a misdemeanor. It is a misdemeanor everytime it is violated. Repeated violations will just end up getting more serious sentences, but it won't transmute a misdemeanor into a felony.
