My children are in private school. I paid their tuition in advance for a discount. The school has been purchased by someone else and they are not willing to honor the prepaid tuition. The administrator is saying that I need to pay the money "again". This does not appear to be legal. I paid for a service (the education of my children) and should receive the service. Is this correct?

Typically, when a contract has been entered into between two parties, one party may sell their interests to another party. But this third entity must abide by the original agreement. Now, once that agreement ends, they could say for the next school year that the discount does not apply.
