my sister was molested when she was 12 years old by a 22 year old male. he then convinced her to repeatedly have sex with him and his friends. she is 15 now, and refuses to tell our parents the truth and refuses to press charges. my parents believe her over me because of my past mental health problems. now that i have found out i dont know what to do. i know who these people are and want them in jail for what they have done to my sister, but she has been manipulated into thinking this behavior is ok. what can i do?

You can report this to you local police and/or district attorney. You seem to think this is something only your sister or your parents can do, but that isn't correct.

Bear in mind that the authorities may disbelieve you for the same reason as your parents. Also, they will probably talk to your sister and parents during their investigation, which may make things difficult for you. But it sounds like no one else is going to report this, so if you're sure about what happened you may want to accept that risk.

Good luck.
