I hope that none of the four worked for her. I would suggest that you father them and take them to her supervisor. You'll probably need to make an appointment. If there is ID theft then you know where to tell the police to start looking. Of course, if there is ID theft, it might b one of the four onlookers.
Have everybody put watches on their bank accounts in the meantime.
Her boss can get after her for loosing the papers, but there is no legal action available until something happens. Of course, if something bad happens her employer would have some financial liability because she exposed you and your family to loss while in the course of her employment.
