Say that someone 18 or older makes a sexual comment like, "I want to fuck," or, "I want to fuck you," to someone under the age of 18, is that against the law if the comment was only a joke between two friends of different age and gender?

If the person speaking is under 24, and the recipient was 16 or older, it's not against the law. Unless the person receiving the comment takes offense to it, or it is threatening, and then it may be assault or harassment or other criminal act. But, within the age range of 16-23, it's not a crime to "want to fuck" the other person, kidding or otherwise.
