If she claimed her tips properly, then the state will be able to determine what her hourly rate was. She should read the instructions online or she should call an attorney for advice.

After living in an apartment for 2 years not paying rent, I have now been told that I have to start paying from April, may and 1 mth deposit.
I have not signed a lease and I made a payment yesterday of $500. I want to go to court because there is someone sharing but is not working. Can I go to court still without a lease.
The owners are saying that I have to pay up my back rent first of $2,500 before I can get it.
Please advise.
