(“City Walk”) is entitled to a permit from the City of Tallahassee (“Tallahassee” or “the City”) to operate a transitional residential facility, pursuant to section 10-417 of the Tallahassee Land Development Code (“the Code”), at the property located at 1709 Mahan Drive, Tallahassee, Florida.Petitioner is entitled to a permit to operate a transitional residential facility at the location in question.
