Abandoned construction

Contractor took 15,000. I paid for permits, he didn't get them. Cited by the city. Room is no good and has to be knocked down due to no footings. Will be too expensive to build back up. Left damage on hardwood floors, stucco must be replaced, roof repaired. He won't answer phone calls. What is the best way to take care of this problem?

Pray, because such 'contractors' seldom stay in business long, seldom have insurance, seldom have assets, and are not generally are not worth pursuing. If he is worth pursuing, get a local attorney.
